Why do we keep changing the times on clocks?

Why do we expect patrons to decide how much a waiter or waitress should be paid? Seems like we should just pay them what they deserve and if the patron wants to give them extra...great.

Why is Ticketmaster allowed to charge me a parking fee when I am not parking?

Why are hotels allowed to charge resort fees and thus evade occupancy taxes, when they are total bullshit?

Why do we have this random filibuster rule?
